Health Care today is characterized by change and uncertainty. Health insurance coverage can fall short and may not cover ambulance charges. The Escalon Community Ambulance (ECA) Plan offers you and your family a convenient and low cost means of covering ambulance costs. For as little as nine cents a day, the ECA plan offers a supplemental coverage for emergency, medically necessary transport. In addition to providing you the peace of mind that comes with freedom from worry about uncovered charges, your participation in the plan provides critical financial support for Escalon Community Ambulance’s equipment needs. Your ambulance plan premiums go directly to maintaining high quality equipment in YOUR community.
Escalon Community Ambulance is a non-profit corporation affiliated with Oak Valley Hospital District. Local citizens concerned about waiting for ambulance service from other communities started ECA in 1961. A dedi- cated group of EMT’s, Paramedics and a Volunteer Board of Directors works diligently to provide consistent high quality care and transportation.
The mission of ECA is to provide high quality emergency medical care and transportation. To work toward the publics safety through education and emergency preparedness.
In an effort to fulfill this mission, ECA has developed this PLAN to provide the community with affordable services.
DESCRIPTION OF PLAN BENEFITS
PERSONS COVERED:
Membership covers you, your spouse, and any “dependent” children or family that live with you on a regular basis. Family members who live in your household but are older than 18 years can be claimed on the family.
NON-EMERGENCY TRANSPORTATION:
Non-emergency transportation service is provided only when medically necessary. A physician must authorize your transportation.

WELFARE CHECKS
Welfare checks can be requested by calling the non-emergency phone line. A response by on duty ambulance units will occur as soon as possible and will include examinations
PLAN EXCLUSIONS Benefit Limitations:
This plan does not cover the following circumstances:
- Any service or injury covered by Workers Compensation
- Any injury arising from and caused by a state of war or a state of emergency
- Air Ambulances services or any other type of service other than ground ambulance services
- Any service requiring special staffing or equipment Plan does not include wheel chair services or event coverage
- If ECA ambulance are in use at the time of a members transportation re- quest the first available ambulance will be sent as soon as possible. Ambu- lances may be delayed because of an act of God, road closures, and other matters beyond ECA’s control.
- This plan does not pay members for transportation provided by another ambulance service. Members will be liable for the full charge for any ser- vices rendered which are not covered under this plan. If the plan is can- celed with the first (60) days after the effective date, ECA will reimburse members their annual fee on a pro rata basis.
TERMINATION OF BENEFITS: This plan expires in one year if members do not renew.
ECA will rescind the contract of any member who uses fraud or deception to obtain plan services. If ECA accepts as applicant’s fee after the expiration date and after the time for notice has expired, ECA will reinstate the applicant’s contract as though it had never expired, unless ECA either:
- Refund the applicant’s payment; or
- Issue the applicant a new contract, with a written notice explaining the ways in which the new contract is different from the old one.
There is not a deductible or co-payment required with this plan, Your Health Insurance carrier will be billed for services and all co- payments to your health insurance are written off by ECA. The “plan”

Terry and Joann Gulmon have been members since 1961! "Terry and I can remember back when! Terry was 16 when he was in a car accident and they had to haul him to the old Pioneer Hospital in a police car. We were married in 1959 and in 1961 we began supporting the ambulance service. We knew the community ambulance needed us as much as we needed them!"
Besides being regular supporting members each year; Terry and Joann have been "Silver" supporters to our New Equipment Fund in past years!
